Luxembourg for instance was heavily involved in the admin in belgian congo. Austra Hungary tried to get a colony in Africa but didn't have the capacity. And like you said def isn't a closed economy. unfortunately a lot of mentioned countries ended up embracing the racial hierarchy that spread.
