What are less-lethal weapons?
Bean bag, taser, etc.
So they can still be used as lethal right? I just find it interesting that the guardian said that.
In the past things like rubber bullets and tasers were termed "non-lethal" weapons, but of course people still die from those. The change in terminology is intended to reflect reality.

“Less than lethal” just means isn’t designed to kill you like a bullet is but most less than lethal stuff fired out of a gun will permanently fuck you up. Someone lost an eye during the George Floyd protests from a less than lethal round. Getting hit by rubber bullets or a bean bag round at close range will easily break bones.
