What did they even get the ticket for??
I'd love to see one get a ticket for driving without a license when they're sitting on the lap of the person in the driver's seat of a car.

My guess would be the dogs referenced weren’t on a leash.
If the off-leash dog tries to bite you, just tell it that you don't contract with the canine species. If it keeps trying, then write NO PARTY TO MAULING on the side of the dog in red spray paint on a 45 degree angle.
