If you want to run stuff on your PC there is LM Studio I discovered last night. It has it's own catalog / search,, and you can also go to AI models themselves and slap them in the folder and they will work. You can customize the resources and other variables.
I am not very versed in AI stuff at all, but they load, can hear my GPU crank for answers and they work very nice plug and play style. Haven't found any that would draft legislstion yet though.
They all go HAL 9000 "I'm sorry I can't do that, Dave." then glitch out when you ask them or confront them about it.
Either apply a jailbreak prompt (google " jailbreak") or look for an abliterated version of the model (usually suffixed with "-abliterated").
