This is the best I could find, though I don't think it substantiates claims being made. It's also over a year old and so might not represent the current state of 196.
Perhaps 196 has changed, but they were a significant part of why Hexbear isn't fedded with blahaj. Now that 196 is gone/going, both sides are a lot more willing to federate.
