Don't think it's such a great idea. Here's why:
Wagner are a PMC. While affiliated with the Russian government (aka being funded by), the recent mutiny showed they're more than willing to push the employer. Being the one vector of government "interests" in the region (as opposed to official intelligence services) will embolden them further
Russia is capitalist and thus will inevitably require imperialist action to support the bourgeoisie. Having experienced armed forces in the region allows such action
AFAIK Rosatom (state corporation in charge of Russian nuclear power development) was heavily invested in Niger and was assisting the French - because while the latter can extract uranium, turning it into nuclear fuel is a separate procedure. And currently only Rosatom and Westinghouse possess the know-how (and I am not 100% sure about Westinghouse)
Could a limited use of Wagner until Niger can train/obtain a good military be a good option for them?
It will have to be. The mechanisms of capitalism make it inevitable

I've not read what Atlantic council has to say. I suppose there's bound to be some overlap in what we say, but it's more of a broken clock moment. I guarantee we differ in our ideas for solutions for the outlined issues

Well it will sound naïve, but a homegrown, African force. A foreign intervention is a foreign intervention. Perhaps soldiers trained in China and then returning to keep the NATO out.
That said, it's all "what if". We're dealing with what is, so I'll concede for now.

People who support socialism in the grand scheme of things. Russia deserves critical support, but it is a capitalist, reactionary state that does not deserve any sort of support outside of its struggle against NATO.
Also did you entirely forget the existence of China???
