Not really. Theres a strategy document which is summarized by, "reclassify as many government workers as political appointees and fire any who resist".

Like a set of “we will do xyz in 2025”?

Yeah. Its more like a conservative idea board of every little thing any conservative would want without thinking if even most of them would agree on it.
