there should be no cars, but if there are cars, care should be taken to minimize the difference in speeds on the road, not necessarily minimize speeds. some people still do actually follow posted speed limits, and some go below it, but many go far over it, this creates a big differential in speed and leads to more accidents, especially in the context of america where all involved are freaks
