Entertain for a second the idea that the Bad Countries won't let you protest. So they think it's a choice between:

A Bad Country that won't let you protest, because they'd beat and arrest you and then change nothing; or
A Good Country where they let you protest, beat and arrest you for doing so, then change nothing

What exactly is the supposed difference?
