All my local junkyards accept e-waste but they bounce anyone who shows up with a screwdriver. Once a machine is dumped, it becomes the property of the junkyard who sees repairers who remove stuff as a threat to their bottom line, which comes from the melt value of the metals. I cannot even pay for the parts even if I wanted. I have been kicked out of junkyards enough times that the whole staff recognises me now. It’s really fucked up that the shitty melt value of the metals is prioritised above consumers will to repair.

The disposal chain goes like this:

  1. consumer dumps appliance waste (sometimes straight to the dump, sometimes to an org in step 2)
  2. some org that decides if the thing is broken or not
  3. if it works → goes to a charity to resell
  4. if reparable → goes to a charity to fix and resell
  5. if “non-repairable” → broken down for proper disposal

That last step uses scare quotes because they are piled under such an unsurmountable stock pile of disposed appliances that only trivially repairable things get repaired. Countless things that are either repairable or good for parts get destroyed. I suspect there is a blanket assumption that inkjet printers are never regarded as repairable.

The idea of repurposing is completely absent from this process. E.g. they would never remove a broken LCD panel from a flat screen device and use it to make a lightbox / table for a stained glass artist or photographer who looks at slides.

Step 5 needs a mod. Everything not put through the charity should go to a weather-protected staging area where the general public can walk through and take what they want. Every item should be there for at least a week or two before breakdown.

Freeloaders might use such a mechanism to grab things with a high melt value. But I’m not sure a petition to the city needs to address that -- it’s the city’s problem to solve.

Cardinals are appointed by the Bishop of Rome and they are, technically, Roman clergy. They obtain titular churches in the diocese of Rome, or titular dioceses in the suburbs of Rome. The case of Cardinal Patriarchs is a little different, but you can see their close association with the Roman Pontiff by their arms, which bears the tiara. It was, in antiquity, the job of the Roman clergy to elect a Bishop of Rome. That’s what they do today. NB: Not all the clergy of Rome vote, but only the designated “hinge-men” who are electors (“cardinal” comes from the Latin word for “hinge”, cardo).

If Francis was at the very least only the Bishop of Rome all these years, he could create cardinals. The College of Cardinals (divided into three orders of bishop, priest and deacon) don’t have to be consecrated as bishops. They usually are now, but not necessarily. This distinguishes the College of Cardinals from the College of Bishops, which seems more strictly related to the Successor of Peter as Vicar of Christ rather than Successor of Peter as Bishop of Rome.

Moreover, while examples don’t immediately spring to mind as I type, I believe there were cardinals created by antipopes who were later accepted as cardinals who could vote for a legitimate Pope (again, “Pope” being a complicated office that comprises Vicar of Christ and Bishop of Rome – and for a long time now the head of a state – in one person who is Successor of Peter).

All of this is to argue that, like Francis or not, think we wasn’t the legitimate POPE or that he was, it is pretty clear that he could rightly name cardinals.

It is precisely the role of cardinals to elect popes.

Ergo, we don’t have to worry about the legitimacy of the Electors.

Recently in Spain we have suffered a complete power outage, with no electricity for a long time. Some were able to have power on their computers with generators, solar panels, etc. And I know you can have data connectivity with SDR or HAM radio. But my question here is, what are some good self-host/local offline software that we can have and use for when something like this happens. I know kiwix, and some other for manuals. Please feel free to share the ones you know and love, can be for any type of thing as long as it works completely offline, just name it. Of course for GNU/Linux (using Arch myself BTW). Background

Greece and the EU are considered among the most attractive destinations for foreign investment in the world, attracting billions in investments from non-EU countries each year. While such investments are key to maintaining a strong economy and job market, some investments may pose a risk to the security or public order of EU member states or the EU as a whole. Therefore, most EU member states have adopted national rules to screen foreign direct investments in sensitive areas. Until now, Greece has been an exception, being one of only four EU member states without an operational national Foreign Direct Investment (FDI) screening regime.

Now, a draft law published by the Greek government for consultation on 2 April 2025 seeks to establish a framework for the screening and authorisation of FDI in Greece on grounds of security or public order. Accordingly, investments by foreign investors in sectors identified as sensitive or highly sensitive will need to be notified to the relevant Greek authority prior to their implementation.
