Is the shop WiFi router acting as an Access Point or a router? Best to use an access point mode if you have one.

I’m not convinced it’s a light. To me it looks like the zooming is changing angles of light or something like a prism effect. The concave ring may collect light similar to a mirror; but squish a windows worth of light into a small point.

Put something up next to the light that will allow the camera to focus. Stick a piece of paper to the ceiling. Maybe get some more light shining up there to see if focus happens normally. There’s not a lot of light, it will have a harder time focusing.

These probably won’t help but saying them outloud anyways. Maybe the next person has an issue that these will help.

Is there a reset button? Looks like an unmanaged switch, so probably not. Sometimes devices have a recovery mode.

What type of power cord? if it has a transformer, maybe you got the wrong one. It happens. If underpowered, a device can light up but not operate.
