This BBC article is doing an ok job. It's true that Trump claims that a deal is near. They also point out the history:

It's true taking inflation into account would be useful. But when the increase was 5 to 7 times more in 4 years, inflation would not make a big difference.

I don't hear this as "legacy can go to hell". They care about fixing remaining issues as much as possible.
