Yes, it's possible to use coax cable to send a moca signal to another house.

 

It will give additional public IPs from ISPs. If I also plug in a multi-wan router and link aggregation, etc. Would I get additional data?

Yes, you can replace your router with the same model (ASUS RT-AX3000) and keep all the network names and passwords the same. This should allow your devices to reconnect to the new router seamlessly, as they'll recognize the network credentials.

The 1300Mbps is calculated by max of the 5Ghz + max 2Ghz speed + max streams.

 

What causes the speed to decrease gradually? I started at 2209 Mbps last month when I signed up, and it’s slowly decreasing.

No worries about my VPN. The rogue access point is a possibility for why you cannot connect to game servers. But then again it can be a number of other things too
