Nope, they kicked the can down the road by giving banks free money and doing zero interest rates and operation twist. (This deflated the USD btw, which is currency manipulation) They also changed mark to market accounting rules so banks wouldn't have to take losses on their toxic mortgage backed securities.

currency manipulation is a propaganda term. when the US does zero interest rates, it weakens the dollar. people who trade with the US need to weaken their currency in order to maintain a reasonably stable value vs the dollar, which is being manipulated in the first place.

I'm Taiwanese-American and live in Taiwan. The CPC subsidizes tours of China at least for Taiwanese people. They kind of make it sort of like an academic exchange vibe.
