I don't know what platform you're using but for desktop linux I use Nerd Dictation and for android I use FUTO Keyboard, both are completely offline and FOSS.
One shows only a few shops, often the ones that pay the most, the other shows the true number of different places in the area.
Just let people buy the mp3s. Not everything has to be another app and subscription
