Mussolini is such a funny historical figure because he starts off with ludicrous projects and ideas that are completely unrealistic and that is literally the only thing he is even close to succeeding at, but basic shit like "having enough guns/foods/fuel" was totally beyond him even in peace time and he ended up inventing quantitative easing and creating a more state owned economy than the soviets trying to do basic corruption.

Yes sir I done did got rid of malaria, but also I invested 3000000% of the country's budget in a bicycle shop in Florence run by a man who due to his futurist beliefs opposes the use of wheels.
