The article also states there is an additional 600 billion that is paid. 1.2T vs 1.8T + 600B = double the costs. Your second link seems to agree with this article.

The video shows an officer step in front of the slow rolling vehicle. He even takes a step forward right before he jumps on the hood. He was also able to safely get away from the slow moving vehicle after he fired a shot, something that he could have done before choosing to end a life
