In their defense, all jobs have fixed costs, (insurance, travel time, fuel, taxes), and while I haven't charged that for a drop before, in a metropolitan area I know they charge more than rural sure to higher labor costs & supply/demand for services.
I agree it's mostly likely a "go away" quote and wasn't offered in sincerity.
