No joke, in certain instances of my profession a few billion is a rounding error. Real money numbers today are fucking enormous.
All the coolest people dab, often and without irony.
Hate not getting their way. Hate not having power. Hate democracy. Hate representation. Hate people.

It's not nonsense. It's a sustained attack on both people and science. This kind of message brings the science deniers and bigots closer together, helping to shore up that base and give it common ground.

I use one too because I'm not away; I'm right fucking here in the office doing all this in-person collaborating management wants so badly.
Often scammers don't want to make it less obvious. If it's obvious and the mark falls for it, it's a good indicator they're on the hook and will fall for more. It's to filter out the less gullible so the scammer doesn't waste their time. Probably not the case with this situation specifically, but it holds true in general with scams.
