Austria is required by its constitution to be neutral. This neutrality was forced on them by the Soviet union, which isn't around any more, but there is currently no political will to change this.

I think realistic nobody will actually think about this in the moment before hitting someone. And if they have enough time to think about this and they have enough control of their car to choose who they hit, then they have enough time and control to stop.

My experience is that you need to be sure the outlets are on the same electrical network, otherwise it doesn't work. When I did get it to work it seemed to be reliable.
