Yes, it can but it will work better if the stuff being posted is interesting enough to actually grow the community. If it's stuff nobody is interested in though, the community may not ever grow.

No. To me, comments and engagement is what keeps me there.

To an extent, sure. That's more about keeping a community alive through a dry spell, though.
Digital communities can easily take years to build, that's not unusual at all. There's always lulls in that early period where the community is mostly dead, but there'll usually be 1-2 people just kinda keeping it on life support. Bones of the Moon has been doing that with our poetry sub for instance, if not for them, that sub would have died-died quite awhile ago. But since they (still, even) post there periodically, it winds up popping up on people's new or local feeds every once in awhile and reminding everyone it exists, and once in awhile someone else posts there.
That's the main reason I think people do it. Just kinda getting the community past that early period where most communities die out if left unassisted.
People quickly see that it's just one person and quickly lose interest
It depends on the type of community.
If its only one person but they're sharing neat photos or articles about a topic, then yes I'll still subscribe. Some of my favorite communities on here have one or a few dedicated users. Over time more users do begin to post, even if the majority of the content is by one motivated person.
But it is still the the way to get a community started nonetheless.
If even the creator of the community doesn't post anything people don't even gain the interest in the first place that they might (or ideally might not...) lose later on.
