I wanted to see if I could be nitpicky, and UTC -12:00 is officially uninhabited, but that's only because the countries that longitudinally lie in that range borrow from other time zones for convenience. Tonga, Samoa, parts of Alaska, etc do indeed ride this wave, even if their clocks disagree.
