I disagree, it's taking the piss by making a billion sound smaller. Because of that, it almost sounds like a parent handing out pocket money to it's children. Not sure how you call this form of (dark) humor in English though.
It doesn't confuse plenty of people. You might not be one of the people the person posting in the screenshot was talking to. You don't have to be. It might not be vernacular you're familiar or comfortable with. It doesn't have to be.
Not everyone in every neighborhood in the country talks or acts like you. The elitist attitude of explaining how useless their language choices are definitely reflects poorly on someone, but it isn't them.

Costco has been pretty consistent about not involving themselves with the current admin from what I've seen
