Germany does have a special responsibility towards Jews. So Germany should open its borders to all Jews who want to leave behind them the Zionist apartheid regime in the land of Palestine and offer them terms better than the Aliya. Turns out the ICC and ICJ weren't made for what they said it was made for at all.
To quote the great Stafford Beer, the purpose of a thing is what it does (or, more specifically phrased, we cannot say the purpose of something is what it constantly fails to do).
The ICC was created in 2002 and has exclusively worked against targets of imperialists.
The ICJ is as old as the UN and was for the same types of activities as it's predecessors, again just bullying and jockying for power with legalese and arrests and prosecutions after winning wars. The US withdrew after they'd have been brought up for violations backing the Contras in Nicaragua, it's only used to go after those that can be bullied and denigrated by imperialists. Sometimes they're deserving but mostly it's just another tool to wage war.
Africans called it the "international caucasian court" for a reason. Its purpose isn't to prevent genocide, its purpose is to prosecute Africans the west doesn't like. Look at what it has actually done, not what you've been told it is for.
The ICC seems irrelevant here. Its purpose is to prosecute members and employees of governments and militaries who commit serious crimes. Which it is doing, albeit with a focus on weaker countries.
It has successfully issued arrest warrants for Netanyahu and a few other Israeli government and military officials.
They're not really being 'ignored' as much as you may think they are. It's mostly that the warrants are only legally binding in countries that signed the Rome treaty. Which Netanyahu and his goons know to avoid.
That said, there were a few cases where a country decided not to act on such warrants, despite having full legal obligation to do so. It's quite rare, especially in Europe, but it does sometimes happen.
