I had to read the story to try and make sense of the headline. TLDR: yes, it’s ridiculous as it sounds.
This is the best example of a world leader brown-nosing that I’ve seen in a while. For Putin, though, this qualifies as dignified behavior.
Putin wants to do well with his future yearly performance reviews.
