It would not surprise me that if an investigating body was given full access to all records and documents pertaining to a club, they would find most if not all clubs breaching rules.

The only thing that would remain consistent is the effort in which they'll go to punish lower league clubs and be asleep for bigger clubs. Not sure why this Spurs thing is coming to light again. I thought this was already known.

Not a Spurs fan in the least but at some point there needs to be some sort of limitation on retrospective punishments for historical offences otherwise where does it end? Leeds getting deductions cos Don Revie tried to fix matches? Forest getting deductions cos Cloughie took bungs? Arsenal getting deductions cos George Graham took bungs?
