The Apple TV is considered a TV device just like every other non-mobile player. However, the household feature is not enforced on that platform (yet) because Netflix hasn't updated the app to include many features that are on other platforms. I assume one day they will. They had a job posting for a tvOS programmer. Who knows how long it will be if at all.

to stream in another tv, you’d need to pay for extra for netflix. I was just wondering if in Apple TV (the box), whether i’d have to pay extra for the Netflix
All the 3 Netflix subscription models let you watch content in any type of device. Period.
The difference between Essential, Standard or Premium is the amount of devices you can watch content on simultaneously.
If it’s in the same house then most ISP assign you one public IP addy so they would all come from the same IP and not be seen as separate devices.
