It means Netanyahu will never be welcome in Colombia and that he would be subject to arrest if he ever sets foot there. It's a terrific thing, don't be a bummer.

Every country should do this. The pariah state and its backers should be treated as such. It's time to make sure that anytime people think about them, it is as toddler murderers, because it's true. They are the rogue states; statistically, symbolically, and in any other sense you can think of.
