How come the soldier firing the machine gun keeps cocking the charging handle?

It might be jamming - if they're using blanks (which, given the part with them shooting pretty much right at the camera, I hope they are doggirl-sweat), well, those are known for causing malfunctions in regular unmodified guns. It's why if you look at soldiers in (more modern) military exercises, they usually have special muzzle devices on their rifles, different from what you'd normally see - those are blank-firing adapters, to make the guns cycle reliably:

Guessing for safety reasons during testing the gun was modified to not chamber the next round automatically
