Depends if they can get good work. A few years ago I would have said "hell yeah, if you're on the left come on down", but at the moment with the software industry in the shitter, I'm stuck in my current job which is putting a damper on my perspective.

As a country, it's great. the political atmosphere goes between center right and mainstream left, we're (hopefully) getting over the bump in the rise of hard right ideals when the center right party was supported by the small fascist party (read more about cabildo abierto) , there is a VERY strong protest and union culture here, and migration is a fairly standardised and easy process compared to other places. You don't need to be a citizen or resident to get a job; the tax system is more than happy to take your money just with your passport.

I recommend he make some uruguayan friends online and come visit During summer (dec-feb). It's not all sunshine and roses, especially in montevideo (there are homeless people in the city, and it does get called "Mugrevideo", but part of that is that the public constantly expects better.)
