I'm from Norway and I immediately thought, "Well, Toten, maybe?" — though I personally hadn't heard any incest jokes about that place.

So I looked up "Norges Alabama", and the first result was a song by that title, about Toten, whose first line and refrain translates as, "I'm going out to ride, ride my cousin".

...So I guess I've heard incest jokes about Toten now.

Not a specific place but the small villages encrusted in the remote valleys of the Alps in Northern Italy are quite full of stories that quite match the description. There is even a small borough I can think of which is nicknamed "the village of the assassins" due to its inhabitants having mental disorders due to genetic detects.

From a historical perspective Finland is essentially "Alabama: the country", and for example there's a bunch of rare genetic diseases that are much more common in people with Finnish heritage. Population has always been pretty sparse so it's not much of a surprise that people, err… "kept it in the family" so to speak – and it's not exactly uncommon even nowadays in some of the more rural areas (ie. pretty much the majority of the country 😅 )
