Imo the all black should be Gul Dukat, yes Kai Winn is easy to hate, but really she is just more of a sad character that has crisis of faith and while she is selfish as fuck and jealous those are all human characteristics, she still wants to do good.
Dukat is a straight up genocidal sociopath who is of course more charming, but that's what makes his character so good, you kinda wanna believe in his good, but he is just straight space hitler.
