The problem is that to plan for large scale disasters require large scale coordination across multiple counties/towns but Texas has a culture that doesn't like giving any single organization the jurisdiction and power to make those plans. Local governments are hamstrung by over zealous libertarians and state government has the power hungry predators who find innovative new ways to be corrupt.

Texas will always be a victim because the people think it's the way things should be.

Not stupid, just the people who make the rules are not affected by the disasters or they can afford to buy their way to a place that's not affected when there's something going on. They don't give a flying fuck about the average person. With that in mind they just simply don't want to spend the money.

So while the actual picture of the evangelicals praying over it appears to be made up, the statue is real and the evangelicals who reject the teachings of Jesus for Trump ARE idolaters in the Biblical sense.

My thoughts exactly. The message is right and true, but it's being conveyed by parody, not historical record. Presenting it as something that literally happened will undermine its effectiveness. In the right context, it makes the point very well, just like most memes.
