Corruption. Educated engineers are not dumb enough to implement this of their own accord.
Some nepo baby, fueled with a lifetime of failing upwards and bribery, is.

Yeah, they could've done a lot better. I probably would have gone with a straightaway, leading to a wide turn with a steep bank, a hairpin turn, and then some chicanes.
Still useful for pedestrians and even for well-behaved bikers. No need to fix what does not need a fix.
