This is a bad idea. Getting community input is not bad, but it overlooks anyone who doesn't give their input and so it isn't a substitution for other efforts to figure out what routes make sense. Even if you get a route that has valuable, that doesn't mean it is the most valuable route. It is better to state the most valuable routes first.

They are not replacing the network with a popular vote of bus lines. They are allowing the crowd to propose and vote on new lines. This is a great idea.

There are better ways to find new lines. This gets only people motivated to propose and vote, and not the common person who is more interested in their ballgame (I have no idea what people would do in China, but whatever it is)

Well, yeah. I know. And they certainly know and do that too. But they decided to empower the passengers too and maybe find some routes they didn't think about. Not sure why you're so hard against it. If there's a community of people that gets together to vote for a route, it might just make sense to listen to them.
