Warframe lets you outlevel everything if you grind enough, but is a twitchy third person shooter.
Tactics: Ogre Reborn is a squad turn based RPG a la Final Fantasy Tactics, and while it has level caps to stop you outlevelling the mission the first time you do each one, you'll be going back to them several times each for the endgame and can very much outlevel them then.

A place to find suggestions for video games! For example, you might create a post looking for recommendations for a game to play with a friend, or a game that is easy to play if you just broke your dominant hand. Or you might post a list of games that let you use a whip as a weapon. A lot of rules for conduct here are pretty obvious (don't be a jerk, stay on-topic) so I'll bold the weird ones.

- Please stay on-topic: post requests for games that match some criteria you specify, lists of games with a certain element, or something otherwise relevant to helping people find games that match certain criteria.
- If you're looking to find the name of a particular game or video game series you forgot, you should go to [email protected]. This community is for fielding suggestions for games, not for finding one specific video game.
- If you're making a post that is suggesting games, it should be a list of games. This is partially to help prevent the community from being overrun by people just suggesting their favorite game, and devs suggesting you play their latest game. This is about posts, not comments. It's okay to comment on a post asking for gaming suggestions with just one game.
- Don’t be a jerk. This covers bigotry and discrimination, which includes but is not limited to homophobia, racism, sexism, etc.

- When advertising something you have worked on, please use common sense for what is spammy. Self-promotion isn't totally banned: if someone asked for an RPG where you can play a lich, and the game you worked on is an RPG where you can play a lich, you can definitely answer with your RPG. Any Disgaea. Max level of 9999, later games go further. I know in several you can go inside your weapons to level them up.
Pokémon. Any of them really. I'm partial to HeartGold/SoulSilver myself.

Any JRPG would probably fit your bill to be honest. Played any Final Fantasies?
Warframe. Don't spend any Platinum. Played that game for 2 years straight before I finally attained every gun, every frame, every pet, every skin.
terraria master mode is probably my favourite grindy game
CrossCode. Grinding is never necessary to progress, you can blitz through the main story if you want, but there are tons of sidequests to sink your teeth into. If you want to just let loose and farm, there's a mechanic where killing enough consecutive enemies quickly triggers a state enemies respawn faster while dropping more loot (and cool music plays).
XCOM2 with Long War of the Chosen Mod.
Turn based, Grindy, Unforgiving.
Slightly tempered recommendation for Albion Online. It certainly scratches a grinding itch.
