"MAY violate the 1st amendment"? Ummm...there's not a lot of ambiguity here. It ABSOLUTELY violates the 1st amendment.

Golly, you meant the government suppressing political dissent goes against the premise that the government shall not infringe on a citizen's legitimate expression of their grievances? Does this really need someone to state it as a maybe?
