Because he’s funding fascism, he assumes anyone against his agenda must be “funded” by someone. He can’t comprehend that someone would be against living in a dystopian fascist hellhole without being paid.
Yeah, if you think about it, being a paid protester would be a really fun job, for gleeful jerks like me at least.
You get to travel around, hang out with like-minded folks on the bus and in new cities. You get to strategize maximum shenanigans and once in a while get on the news.

He's absolutely the kind of person who would think the only reason anyone would ever act like they hate him is because they're being paid to do so. He can't imagine anyone not really thinking he's as great as he thinks he is.
He also loves money and has no principles. People doing something because they have values is just not something he understands.
