Never assume that a country ruling class looks out for the interests of their nation, they only care for their own interests. Before the complete takeover of financial capital and thus its globalization, industrial capitalists still had an interest in the development of their own nation since their capital was in their own nation. Now they could hardly give a shit if their country goes to shit since they have their money capital elsewhere.
Even if you are in the 'in-group' you still risk getting shanked if it so suits the big boys. it's still the world of geopolitics anyway, there are no permanent allies or enemies between states, only interests. Even now US dumps the whole Russia-Ukraine stuff on Europe despite them being the major contributor/co-conspirators to the project. EU is also too stubborn or in too deep to get out of dodge, but still.

This is a relatively new thing, even for capitalism. The national bourgeoisie used to have a degree of national interest in developing the nation to mantain their factories, farms, etc even their money capital was physically in their country.
Now their money capital is in its majority invested in western institutions and they straight up have no interest in their own nations.
The difference is that the US does not recognize the concept of "win-win". It is all zero sum games for them. In order for the US to gain someone else must lose. This is not the attitude that most other countries adopt.
Other nations don't have the clout that the US has.
