A team that is usually pretty good but always has a heartbreaking loss and can’t seem to get over the hump or a team that is usually a bottom feeder and just happy to make a bowl game. Essentially would you rather cheer for the Bills/Vikings or the Browns or in college terms Oregon or Northwestern/UVA etc.
