By “socially unsafe” they mean “physically unsafe”

It might just be a British vs American thing or it might be government jargon. I can’t tell.

Pretty much

"Socially unsafe" is the term used for routes where there is a risk of harm from others due to factors such as poor lighting and a lack of escape routes.

physically unsafe for social reasons

though that's still a fucking wormy way to say it, it's due to physical factors that can simply be fixed in the end..
