So, given these parameters why is this a Biden border issue?
Because he is the marked enemy. They need a boogeyman.

I was wondering what the hell Magic The Gathering has to do with US politics.......

More like a blue player with no islands in her deck.
I've never played Magic and I have no idea what this means, but it's the perfect analogy.
The game has different colors -- different sources of power for your deck. Blue cards are themed around trickery and messing with your opponents plans. Cancelling spells is basically a "no" to whatever your opponent is trying to play.
White is themed around order and balance. Black is power at any cost. Red is impulsive and energetic. Green is harmonious with the natural world.
Blue interacts with the fundamental fabric of reality and is absolute bullshit.
