how the fuck else are they going to have literally trillions of soldiers? gender ratios are generally even, you take a trillion dudes out of the gender economy and it's gonna skew that all crazy (and would mean IF ANYTHING even more characters in 40k should be female, because all the dudes are fucking dying in the Imperial Guard)
Unless you have cultural reasons, or are using clones of just one person, your army should not be all of one gender.
even if you cloned one person IMO there would probably be enough random biological and experiential differences that at least some of them would be trans
