He is charged with firing multiple shots and killing Letcher County District Court Judge Kevin Mullins, 54, after an argument at the Letcher County Courthouse on Sept. 19. Stines surrendered without incident at the courthouse. The Mountain Eagle of Whitesburg has reported the shooting was recorded on video in the judge’s office.

Pulling a gun and magdumping on a judge in his office where you know cameras are because of an argument, just local sheriff things. A great piece of anecdotal evidence that covid mentally impairs you: if he had been able to just play it cool and walk away, someone with his power would surely have been able to arrange an accident-- if he really wanted him dead. Otherwise, this is just a moment of extreme cop petulance.

So the motive is that he failed to properly supervise his deputies? This is going to be great for that lawsuit.
