The United States arresting the President of Russia while they are in Mexico would be the definition of "Political Crisis" and it would likely result in Russia declaring war on the United States and potentially the Netherlands, and thus NATO, as well.
The US would not arrest Putin, Mexico would. The US just happens like have an interest in arresting Putin and a lot of leverage over Mexico. That is besides it being international law, so most countries would actually like that.
Also nobody Russia would not start a war over the arrest of Putin. Anybody in the Russian leadership, who has the power to declare a war against the US, Netherlands, Mexico and/or NATO also has the power to replace Putin. So why would they try to bring Putin back, so Putin can take their power?

That's easy to say here on the Internet but the extra-national arrest of a countries current Head of State is no small thing and it's plenty likely that Russia (or any other country) would strongly object.

All 120 or so people at the top of the Russian Hierarchy are loyal to Putin personally, that's why.
What happens when one of the 120 odd power brokers calls up the Hague and says "You release Putin and we stop war tomorrow and pay Ukraine 500 Billion in reparations. You don't release Putin and we come for him anyway."

When Wagner marched on Moscow , that was a direct thread to Putin. The military flew a few attacks against them, but for the most part Wagner just marched onto Moscow for days seized Russian towns and nearly all of the rest of the Russian security forces did just do nothing. So those guys who did nothing to protect Putin, when he a few thousand men marched against Moscow to take power are supposed to start a war to against a few million men, which are better armed and have nukes to bust Putin out of prison?

I disagree - Mexico is a Rome statute signatory, meaning that (theoretically) they're legally obligated to arrest Putin on arrival as the ICC has issued a warrant for him

Considering that the coward kremlin parasite wouldn't dare leave the prison it has created for itself of a 10 meter table with bulletproof glass in the middle, and of flying exclusively over russian and chinese airspace - maybe also turkish and indian - this headline is a very roundabout way of simply saying: "Mexico's new president will take the oath and assume office next month" and leave it at that.
