What does the label on the snake say?
It's a little fuzzy, but I think it says ЦРУ, which is the Russian spelling of CIA.

I get the crosses, barbed wire, and swastikas, but what are those brown symbols on Porky's coat? Bear traps? Crocodile mouths?
