Most pet stores will have kitten milk replacement in powder form, and I think the packaging should tell you how to mix it.
Do you have a humane society near you? Best thing to do is get it to a vet ASAP.

You've already got some great advice so I just wanted to say thank you for rescuing the kitten!! Horrible that your neighbour did that, and so sad that the other kittens likely didn't make it. I hope it is healthy and can live a great and happy life :-)
