Good question. From what I gather from infowar's wikipedia article I guess it will be paid to infowar's parent company which owns the IP. Before The Onion showed interest in acquiring infowars, the company was supposed to be liquidated with most of the proceeds going to the Sandy Hook families.
The New York times article actually says $81,000:

Under the terms, The Onion’s parent company, Global Tetrahedron, would pay $81,000 a month to license Infowars.com and its associated intellectual property — such as its name — for an initial six months, with an option to renew for another six months.
