Found some temporarely mounted very shielded looking wire running across what seems to be a construction site which goes into the ground on both sides. Anyone got an Idea what its being used for? (thelemmy.club)

I recently got a bunch of old 80's crts which I cant find any information about online.
I do have the service manual tho link
Looks like standart composite with external Horizontal and Vertical Sync to me but I'm not 100% sure and I dont want to fry anything
