Is it because the parking spots on the outside seem to be the exact opposite angle that would make them convenient to use?

That and most stops have a space you can pull up past the pumps to get out of the way while you go inside and grab the receipt/a drink/go to the restroom.

You can't do this here without completely blocking the exit for everyone right of you.
